1.Trinity Arrangements

Discussion:

LD highlighted the seating arrangements/ 280 capacity/ with stall arrangements for agencies and that refreshments would be available along with some donated contributions of food.

SN confirmed that the Equalities Team were contributing £1k to support the event at Trinity and officer time to include BSL interpreters.

Suggestions from the group as to whether further funds were required beyond current offer – not required in order to achieve the objectives of the 23rd.

LD: To liaise with Freddie on arrangements for Trinity and confirm the content at next meeting.

LD: Confirm arrangements for changing facilities for Trans people

SN: To confirm booking of BSL interpreters.
2.Transgender arrangements – Cheryl

Discussion:

CM – highlighted the legal changes internationally/ nationally difficulties in working with trans communities and agreed to take the lead on ensuring Trans issues are addressed. She mentioned the meeting of Trans Matters and noted the low attendance in visible Trans people – a point the group discussed further in terms of ensuring the publicity and communications reiterated the safe place for discussion.

There was agreement on the development of a single LGBT manifesto covering the bredth of diversity of LGBT people with an appendix

Those unable to attend the event can still input online via the online survey that will be produced to compliment the learning and promoted through Crossroads (a Trans group).

It was noted that changing rooms are available for people to change prior to the start of the event.

Trinity Arrangements – Leighton

Discussion:

There are approx. 20 agencies that have signed up for stalls at the event.

Gender neutral toilet signs to be placed at the toilets with what’s in the toilet.

Presentation packs that have posters/ flyers promoting the event are available from Leighton.

A stand promoting the 23rd will be displayed at the Councils HQ suggested that others considered using the packs in their agencies.

Darren raised the issue of the flag arrangements and will discuss arrangements with Trinity

Helen suggested that Trinity might use their lighting display on the outside of Trinity.

Online registration now open the group were encourage to start signing up themselves and promoting to others.

The group discussed the plans for a maximum of 8 short provocation statement/ position (2 minutes) then allowing participants to focus in on their tables with suggestions as to what could be done?

Each presentation will have to be specific and will be time restricted as will the further table discussions to ensure that after each there is time for the next presentation and so on until all 8 have been discussed and feedback gathered from the facilitators.

There will be 10 tables each with at least 1 facilitator to take notes (people volunteered and Leighton has their details).

1. Welcome/ Introductions/ Apologies
Discussion:

• Chair welcomed everyone to the newly established Steering Group with a round of introductions.
• Apologies acknowledged (see above).
• Concerns were raised by South Glos Council to the use of the term manifesto and suggest that once a Manifesto was available to present to the Council in due course.
• Lack of representation of those from other parts of the West of England (including Bath and Northeast Somerset, South Glos and North Somerset) to the group. The question of the geographical focus – Bristol or West of England – needs further consideration.

Action: Chair to contact relevant partners to encourage engagement with the group.

2. Aims & Objectives
Discussion:
Clarifying what the aims and objectives of the steering group could/ should be for example; Aim to established a group that influences Bristol and West of England (to be confirmed) public sector, businesses and third sector agencies to ensure the inclusion of and engagement with LGBT+communities?
• Various objectives were suggested, for example:
o To establish a set of working groups to discuss thematic issues of concerns raised by LGBT+ communities
o to host a number of community engagement events to update on progress?
o to develop and consult on a new LGBT Manifesto within a specific time frame.
• The aims and objectives should be specific, measurable, achievable, realistic and timed enabling extensive consultation with communities and partners on the manifesto.

Actions: All to feedback their thoughts about what they think should be the aims and objectives of the group.
3. Skills Audit
Discussion:
Group acknowledged the benefits of sharing the skill sets of the group and agreed to an exercise to capture these.
Action: All to complete the skills audit and discuss at next meeting.
4. Manifesto Themes
Discussion:
• Overview of 8 thematic themes identified from the planning report were discussed and interest in leading on or being involved in working groups was requested.
• Interest in taking forward working groups on areas of education/ employment/ housing were expressed as was the need for a community cohesion working group – exploring the wider impacts.
• The hub site will host latest LGBT+ research to assist the groups once these had been established and members encouraged to forward findings to Leighton.
• A number of members expressed their interest in either leading or being involved in working groups.

Action: All to complete the expression of interest in being involved in working groups and return to Simon.

5. Chair & Vice Chairs
Discussion:
• The position of Chair would be a position available to members for a period of 6 months and reviewed. [see comments on Terms or Reference]
• Berkeley agreed to Chair for the first 6 months with Cheryl as deputy.
• Mark & Leighton would be Vice Chairs for the same period of time.

6. Terms of Reference
Discussion:
• Group agreed in the need for a set of guiding principles for the group.

Action: SN to circulate a draft ToR to the group for comment/ changes/ inclusions for discussion at next meeting.

Group welcomed Mark Pullin from S.Glos Council to the group.

2. Equalities Leads
Discussion:
Chair: Gave a brief recap of where the group has come from and its current direction of travel.

South Glos Council concerns over the use of language (“Manifesto”) suggest the group considers alternative name that was less political but that could be endorsed by the authority.
Suggested that a discussion on the use for example of Charter instead could be had by email?
N.Somerset Council don’t have capacity for officer support but the group can use their logo with prior notice of how it will be used (including proofing any future publications with the local authority logos). Also that a number of people from outside of Bristol would like to join the group which led into a discussion about who the group was open to (see ToR).

Actions:
Chair: to write to Will ex-Mayor BANES & Off the Record to invite to the group.
Group: To email Simon thoughts as to suggested replacement name for Manifesto.

3. Terms of Reference
Discussion:
The group went through the draft ToR together and suggested the following changes to be incorporated.
Group agreed that the working title would be the “West of England” and would be known as the West of England LGBT+ Manifesto Steering Group however that the title could change and that LGBT+ would be used in all correspondents.
The membership was discussed and agreed that role is there for non-LGBT agencies support could be offered but not a membership? The group agreed membership was open through invitation to any allie/s who’s intention is to add value to the lives of LGBT+ communities, however they should not be a part of the decision making process.
Accountability for the West of England? – the voice and influence maybe very different and how we engage in geographical environments – maybe once a year the groups could meet discussion, lack of duplication, partnership?

S.Glos equalities network was discussed as being a good model of engagement and that the structure could be used to inform how the group might develop moving forward. Group agreed to make better use of the Hub in setting out the benefits of joining the group and to make a push to inviting those who may feel isolated. Closer relationships should be forged with other LGBT+ networks across WoE. The question of what constituted WoE geographically was discussed with and action to appendix a map that outlines the exact area the group supports.

The funds available are the groups funds however a work-plan needs to be submitted outlining how the budget will be spent. Berkeley & Simon agree to work on the protocols for allocating funds for projects and specifically the spend relating to the visioning event discussed as part of LGBT History Month 2017.
Could use an event to bring all the various manifesto groups together to share our thoughts/ ideas about joined up working and across areas, etc

CM: If you want to use it use it or not to use the skills audit/ possible for the community?

Simon to resend ToR for approval at next meeting.
Monira to send a statement about allies joining the group.

Simon/ Berkeley to work on draft protocol for requests for funding for projects.
Group to feedback ideas suggestion for an alternative term than Manifesto as suggested by LW.

4. Skills Audit
Discussion: Simon gave an overview and the personal benefits he found in doing a skills audit and highlighted how he felt it might work for developing the skills of the membership. Not all members agreed in its purpose for the group but agreed that individuals could use it to identify their own skills.
5. Neighbourly Project
Discussion: Apologies were sent from James Whale who was presenting – item postponed
Action: SN to confirm when next opportunity for James
6. Mayors Vision
Discussion: Paper outlining some of the discussions that were had with the Bristol mayor pre-election. A wish list of pledges overlaps with manifesto (manifesto is focused on themes) the group to consider whether more needs could be transferred? However group acknowledged the need to be realistic about what can be achieved but that work could be prepared for the Metro Mayor to consider?–
Monira – It’s about what the community wants and needs and therefore should be communities want – and there needs to be accountability.

Action: SN to feed in pledges into the manifesto script and circulate
7. Manifesto Themes
Discussion: Update on the lead of each of the groups. Leads need to confirm their subgroups are meeting and meet before November 2016.
Placemaking / Resilience / Housing to be added to the list of other themes, Community Cohesion (Resilience) Transport – Could feed in other groups and how they might be involved

8. Promotional Materials
Discussion Event to be considered for the beginning of February 2017. It’s estimated that it would cost about £500.
Breakdown of a budget to assist in agreeing an ‘update’– getting the other agencies involved.
Action: Leighton to provide a budget breakdown for event during LGBT History Month 2017
Action: Berkeley & Simon to draft process for making payments and circulate to group for agreement.
9. Subgroup Updates
Discussion: Mental Health there is no money forthcoming since the closure of services. Picking up on mental health needs through hate crime services.
Bristol Mental Health supported Cheryls work with SARI trans workshops/ Womens/mens crisis – equalities diversity steering group is now running can look at how the sub-group will feed into mental health needs.
IYAP re-commissioning – cross cutting issues/ specific communities work/ plus generic and being accessible where there is demand and need – and targeted provision and argument to be made – extend it beyond Bristol
Trans Sub-Group– Trans Inclusion in Public services – Trans needs assessment from Brighton and Trans housing guide – Trans alliance – Trans friendly places. Group agreed to release £60 towards Cheryls costs.
All the subgroups should have met by the next meeting in Sept with a view to finalising the document by end November 2016.t – by end of November with all the sub-groups.
DV S.Glos consultation will be undertaken and will feed into the work of Diversity Trust.
Festival of Ideas and inappropriate speaker promoted by public bodies.
Action:
Mark – S.Glos to forward details of commissioning of DV services to Simon to circulate.
Cheryl to review the Steering Group report and send to Simon to circulate for comment
Berkeley to challenge the sponsors including Arts Council/ Business West/ UWE/ University of Bristol City Council.

2. Minutes of 20th July
Discussion: Agreed
Berkeley to chat to Will from BANES and invite to the group.
Amendments to TOR were not updated and Simon to amend and circulate with minutes.
Group discussed using Charter to Manifesto and that the needs of the community should be the priority in the name – decision to be made prior to the final draft.
Berkeley has written to agencies concerning the apparent discriminatory content of Rebecca Riley Cooper who was invited to talk at events.
Group acknowledged Cheryl’s work on updating the manifesto and further simplification will be added in due course.

3. Neighbourly presentation James Whale
Discussion:
James gave some background context – previous connections with BCC Rainbow Group & LGBT Bristol. Neighbourly are based at Engine Shed provides a platform for bring charities to companies with an ethical approach to capitalism. Neighbourly could offer space for the Manifesto to possible seeking funds/ support/ volunteering. Currently supports 4,200 projects nationally.
Action:
Simon to forward James presentation to group.
Group to discuss possible opportunities in working with Neighbourly.

4. Sub-group updates
Mental Health groups have met to look at gaps in service provision. Crucial that we acknowledge that these are independent led on-behalf of service users and making services inclusive of the needs of LGBT= individuals. Monira, Glynn, Tom and Berkeley are in the process of bringing their various networks together to form a single group to feed into the manifesto. Identifying other that should be part of the Mental Health sub-group was crucial as was getting LGBT+ individuals who have experienced mental health issues to join the group. The development of best practice guidance on Trans issues and the group would need to find ways of ensuring the wider Avon area are included. The group have discussed talking therapy inititatives and in the process of arranging focus groups with LGBT+ communities. Important to get wider LA buy-in and start discussions with their leaders.
Trans group have sent out invitation to join the group from Lexi who is also leading on housing review. There is a non-binary pressure group formed. Suggestion that the Trans people attending the Feb event be targeted to join the sub-group and Sarah Minter to advise.
Hate Crime – Helen & Sarah need to discuss who will take responsibility for this sub-group and the current priorities within the manifesto.
Education – Duy to talk with Freedom Youth to get a group active or to access the groups thoughts around priorities.
Policing – Helen seeking to involve the Independent Advisory Group (lay people) into the subgroup and possible individual who was keen to take forward Domestic Violence subgroup.
Housing – Lexi does not want to lead on this sub-group. Simon suggested inviting someone from BCC Housing Team to the group.
Sexual Health – Simon updated that the group had met and discussed the re-commissioning of sexual health service sand was taking this work as its steer for priorities within the manifesto.
Resilience – Leighton unavailable for update.

5. Terms of Reference
Discussion:
Need to be updated with points highlighted by Monira regarding membership.

6. Manifesto Themes – Priorities
Discussion:
Group agreed that the deadline for agreeing the over-arching priorities for the Manifesto need to be completed at the end of November to enable time for the launch in 2017.

Action: SN to send reminder via Chair to sub-group leads to have their priorities agreed by end Nov 2016
7. Payment Process Form
Discussion:
Simon & Berkeley have agreed a new payment process with BCC and circulated copies. Simon also updated the group on the current financial and cost saving measures being undertaken at BCC including the offer of Voluntary Severance which was available to all staff.

Group would still be able to apply for funds to help assist the group in its endeavours and funds would need to be agreed by BCC NON-pay panel using the form however there was no guarantee that any requests would be honoured in the current climate of job cuts and reviews. Suggestions as to who might provide support in the event of the group failing to get the current admin support from Equalities Team and an offer from LGBT Bristol was forthcoming.

Action:
Simon to keep the group updated on the re-structure of the Council and the future position of this work.

8. Promotional Materials
Discussion
Further to Simons announcement on funds. The Council have offered City Hall to launch the Manifesto as the non-pay panel have rejected applications for £2,000 of funds to host an event at Trinity and to pay for promotional materials. Options of getting other LA’s to make financial contribution or possibly host their own unique launch events? Others mentioned hosting fundraising events across the region with political buy-in.
Action:
Group needs to make decision regarding launches outside of Bristol and in the meantime would reserve an evening at City Hall for the launch in February 2017.

1.Welcome/ Introductions/ Apologies
Group welcomed: Equalities Officer Louise Murphy and Cllr Will Sundry from BANES and Equalities Officer , South Gloucestershire Council Will Bee.

2. Minutes of 14 September
Discussion: Agreed
The use of Manifesto to describe the document was highlighted and both BANES and Bristol agree that using Manifesto was the most appropriate term as it describes things authorities/ agents could do where as a Charter is a list of this to do. The basic principle being that the manifesto demonstrates how we could work across LAs. There was also a need to ensure that the Manifesto takes account of the priorities already identified and being actioned across the LAs.
There was a reference to TOR which was noted had been amended to capture representation on the group of those without voting rights. There then followed a quick update on the launch event planned for 3rd Feb in Bristol and discussions were held regarding other LAs hosting similar events.
Actions: WB to discuss with Mark and S.G Council on whether they could sign-up before the final draft available.
SN to circulate finalised TOR.
WS & LM to discuss the possibility of hosting a Manifesto launch event in 2017.

3. Terms of Reference
Have been amended to clarify and capture representation of the group and those with/ without voting rights.
4. Subgroup updates
DH – Education: Looking to recruit young people from within the Alphabets LGBGQ group and have set a date to meet with Freedom Youth through the Youth Equality Champions. Also OTR BANES working with all the Universities and also visiting SPACE to widen the pool involved in the subgroup. The view is to review some of the issues that were raised at the first consultation event last year but to use the launch event for further discussions.
SN – Sexual Health: Group had taken lead from the recommissioning of sexual health services and the working group that had been formed. The group would finalise their priorities with a view that a sexual health LGBT group use the opportunity to continually influence and support LGBT sexual health across Bristol, North Somerset and South Glos. Will do a short presentation at launch.
BW – Mental Health: Organising the LGBT Mental Health Matters event at Triodos Bank 9th December registration is through Eventbright. Themed topics such self-harm will be discussed and the findings fed back to the group and through the Manifesto.

DC – Pride: Have had numerous call outs however the usual suspects however lots of peoples voices regarding what Pride should/ could do. Awaiting confirmation of Council support for 2017 and will have an online survey available from w/c 14th November. Have attended the National Pride Organisers Conference and are official members gaining important insight into the national picture and will feed these back through Pride. Pride – linking up with Pride WSM and others with a view to do a joint discussion at event in Feb. Youth at Pride has been discussed – Michelle McMorrow with the Station.
Eleanor- Domestic Violence: Working with Avon S Police on the launch of a gender inclusive focus on abuse – Wiltshire & Glos PCC showing interest in the inclusive language. Working on improving training materials to work with DV Champions and videos have been produced, these will be made available online in due course. Grant application for peers support programme with LGBT strand.
LD – Drugs/ Alcohol: Leighton had forwarded an email confirming that he had been in talks with alcohol and drug users services about specific needs something along the lines of PRISM in Bristol. The group are interested in presenting at the launch in Feb some of their work.
LD – LGBT Manifesto Hub: Only notes that have been received have been from Mental Health and Sexual Health a reminder that the hub is our gateway to communicating what we doiwith others please do get information to LD asap to enable him to update pages.
LD – Manifesto Launch: Confirmed Venue as City Hall Friday 3rd February 2017 2-10pm Leighton to give a further update via the Hub and at the next meeting in January. Breakdown is expo/ public talking pre 6pm when the event starts with a similar structure to the consultation event. (See item 5)
HP – Transgender: Have found it difficult to recruit Trans people to forming a subgroup some have expressed an interest in an online presence. On 17th Nov BANES will be hosting the Trans Flag – 18th S.Glos & Bristol. Work happening around mental health and trans ageing as well as Womenkind who are about to launch a group in Bristol.
All: Groups to send Leighton a final list of their priorities to go onto the website asap and to also confirm requirements for the Manifesto Launch.

5. Finalising process
There was a general discussion on the need that the right people get to see the document before it becomes public. BW reminded members of the framework we use and signposted everyone to the current draft highlighting that the final copy will not be far from the current version.

6 Manifesto launch event.
Friday 3rd Feb 2017 – City Hall Bristol. The proposal at present is for a public event that runs from 14:00 till 22:00. During the afternoon it’s open to the public for talks and expo showcasing services and the manifesto etc. Press Conf will be set up for the afternoon/ evening to capture all the events taking place as part of LGBT History Month. The Manifesto Event itself opens at 18:00 and starts at 18:30 and follows a similar format as last years event running for about 1.5hours closing at 20:00s
The event ends we have a networking party atmosphere for extra people to join and celebrate the launch of the manifesto and celebrate LGBT history month launch. The event will also see the launch of the LGBT website run by Destination Bristol and a press meet for all the festivals to plug what they do this will be in the day section.
BANES to discuss how they may make use of LGBT History Month or IDAHOT to do a similar launch of the Manifesto seeing this as an opportunity to give an update on their work.
Action: All subgroups to let LD know what their requirements are for the launch event asap.
